CSC Announces Reorganized Leadership Structure

TULSA, Ok—The Community Service Council (CSC) is excited to welcome Vanessa Finley, former CEO of YWCA Tulsa, pictured above, as its new chief program officer; and Emma Swepston, former Tulsa Area United Way campaign systems manager, as data and Information division director. These hires complete a company-wide reorganization that took place amid staff retirements. The vacancies allowed the staff to reimagine the CSC leadership structure with an eye toward breaking down the silos and working together across divisions to be more effective in Tulsa and beyond.

Finley brings 24 years of non-profit management and leadership both here and in Kansas City, including her successful leadership at the YWCA.

“I was moved to apply for the executive-level chief program officer position because of the strong work CSC does in the community,” Finley said. “The opportunity to be part of the new structure—and to help implement it was too great to pass up.”

Swepston will lead a newly-created division for data and information that will provide administrative oversite and strategic direction for 211, the social services connection hub, and the Census Information Center of Eastern Oklahoma.

“The evolution of Big Data, combined with the push toward evidence-based practice, will reshape the social sector,” Swepston said. “I couldn’t be more excited to help CSC modernize the processes for which we harvest, analyze, share and apply data to solve community problems.”

CSC also promoted five staff members to lead newly-created divisions around core investment areas.

Shauna Meador will lead our Health & Mental Health Division. Shauna has been a steady leader within our organization for many years, beginning her work for us at the Child Care Resource Center. Most recently she has been leading our Jump Start work and managing care coordinators in our Healthy Start program.

Patrice Pratt will lead the Housing & Homelessness Division. Patrice has proven herself to be a collaborative leader within her division, our organization and across the state. Her great ideas and passion for her work will enhance our efforts.

Rachel Runfola is an Air Force Veteran who will lead our new Veterans Division. Rachel has been an effective leader, taking over and improving our work in service of veterans and their families in the BRRX4Vets program.

Tammy Westcott will lead our Incarceration Reduction Division. Tammy came to us from the District Attorney’s office when we were looking for new leadership in our therapeutic courts program. Her leadership in that program has led to record graduation rates and literally life-changing service to our clients.

Paige Whalen will take the helm of our new Education Division. Paige has most recently led our efforts at the Center for Community Schools Strategies. We look forward to her leadership helping to enhance our work in education and early childhood development.

“Each of these women bring strong skills to their new roles, and have proven themselves both at CSC and in other positions in their careers,” said Kevin Burr, CEO. “We welcome them to their new positions in what we’ve taken to calling CSC 2.0, a collaborative working environment where our efforts are intentionally cross-divisional.”
