Ginny Utter, Chief Operations Officer

Ginny Utter, MBA, leads the Community Service Council’s operations. Her areas of special expertise include human resources, board relations, and space planning. She wrote CSC’s human resources policies and procedures manual. 

Ginny joined the Council staff in 2001. She plans, directs and coordinates CSC’s general and administrative operations. Ginny is also responsible for human resources, communications and community relations, fundraising and resource development, grants management, and bids and purchasing. She assists the Executive Director with keeping the CSC Board of Directors informed and engaged. She negotiates the property leases for office space for CSC and its initiatives. She wrote CSC’s human resources policies and procedures manual, which addresses personnel recruitment, testing, placement, compensation, and employee relations and insures that CSC is in compliance with all state and federal laws, guidelines and requirements. She makes recommendations to the Executive Director on ways to improve employment policies, processes, and practices, as well as overall CSC operations. Previously she did similar work for several years in the energy sector. Ginny has a bachelors degree in Marketing and a Master of Business Administration from the University of Tulsa.
